Ella was born in Victoria on Aug. 13, 1913 to James and Sarah Scroggie. She was the second of four children. The Scroggie family, homesick for friends and family returned to Scotland in 1919 where Ella began her schooling. The family later returned to Victoria and Ella then attended Oaklands Public School and Victoria High School. Ella's first job was with the City Health department. In 1940 Ella married the love of her life, Phil Foster. She was predeceased by Phil in 1970. She was also predeceased by her sister Margaret MacDonald in 1998 as well as her brother James Douglas Scroggie on June 30, 2009. Left to mourn for her is her youngest brother Clifford Graham Scroggie (died May 21, 2015 in Ladner, BC), and many nieces and nephews on both the Scroggie and the Foster sides. In 1958, B.C.'s 100th birthday, The Provincial Government sponsored a Vintage Car run from Fernie to Victoria. Phil and Ella were the only ones to drive from Victoria to Fernie and back in their 1912 Model T Ford. Phil named the car Elizabeth" and it now resides in the Provincial Museum in Victoria. Ella was a constant companion of Jamie and Linda Scroggie. We would like to thank Dr. Houston and the staff at Selkirk Place for the loving care she received. There will be no service by request. Her sweet nature and kind ways as well as her terrific sense of humour will be sadly missed.
